Pilot Operation of Advanced Wastewater Treatment Systems Begins in Baguio City

The project centers on FujiClean’s Johkasou, a decentralized wastewater treatment solution developed in Japan for regions where centralized sewer systems are difficult to deploy. The project focuses on the deployment of advanced Japanese Johkasou technology as a practical and sustainable solution for improving wastewater treatment infrastructure in regions where centralized sewer systems remain underdeveloped.
Background and Challenges
In the Philippines, the national sewerage connection rate remains below 10%, and even in Metro Manila it is limited to approximately 30%. In Baguio City, where high elevation and steep terrain significantly restrict sewer network expansion, the sewerage coverage rate is only 15%.
As a result, insufficiently treated wastewater flows directly into waterways and rivers, causing severe environmental degradation. Measured indicators show biochemical oxygen demand (BOD) levels approximately twice the river standard, and ammonia nitrogen concentrations up to 19 times higher, posing serious risks to both water environments and public health.
Project Outline
Since February 2025, FujiClean has been implementing this project under JICA’s support framework. In early December 2025, two units of FujiClean’s Johkasou systems were installed at a Baguio City government facility, and full-scale pilot operation began in January 2026.
These systems are designed to comply with the Philippines’ stringent effluent standards and will be operated over an approximately one-year pilot period to evaluate:
・Treatment performance and effluent quality
・Water quality improvement effects through reduced river pollution load
・Establishment of a sustainable operation and maintenance model

Future Development
This year, the Johkasou seminar hosted by the Ministry of the Environment, Japan (MOEJ), and the Department of Environment and Natural Resources (DENR) attracted strong interest, with more than 300 participants including online attendees.
Moving forward, we will further strengthen our collaboration with Baguio City and advance full-scale efforts to introduce and promote Johkasou technology.
This project aims to promote decentralized wastewater treatment (Johkasou) as a solution for areas that are difficult to cover with centralized sewerage systems.
We also intend to explore collaboration with JICA’s other projects such as “Davao City Comprehensive Wastewater Management Master Plan Project” and “Comprehensive Master Plan for Sewerage Development Project,” as well as with the Philippine government’s project titled “National Sewerage and Septage Management Program (NSSMP).”
Using our pilot project data obtained in the Philippines, our company will contribute the development of a sustainable and effective wastewater infrastructure model.
Based on the data obtained through this pilot operation, FujiClean will accelerate the international deployment of Japanese Johkasou technology and continue contributing to the creation of cleaner rivers and healthier cities across the Philippines.
